Abstract: Impregnable foundation is an indispensable component for the genesis of any system and the education sector is no exception in this regard. Primary education is the buttress of the education system. In other words, if primary education is properly working then education sector has a solid foundation to excel. Education is the process of receiving or giving systemic instruction for enlightening the masses. In Pakistan, deterioration in the education sector is one of the major challenges that hinders the progress of the nation. Basically, the study deals with two aspects of the education system. Firstly, it analyzes educational policies, particularly at the provincial level. Secondly, it deals with the implementation of these policies at primary school level. Moreover, it also tends to explain the hierarchy and working within the education departments. The study aims to elaborate the management at the primary school level. Furthermore, it pens down procedure of allocation and use of funds at these primary schools. To understand and explore the implementation of policies at grass root level, tehsil Kabirwala of Punjab province is taken as a case study.
