Abstract: Quality management ensures that an organization, product or service is consistent. Quality has been recognized as the main issue faced by the higher education division in the MTDF (Medium Term Development Framework). Therefore, to improve the quality indicators and output of the higher education systems, a mechanism of establishment of QECs has been established in each university. Quality Management and enhancement is done by a special cell in Quaid-i-Azam University named Quality Enhancement Cell (QEC), The Team of QEC uses a questionnaire to collect feedback in the scale of 1-5 Current evaluation system is semi-Automated where the data is taken from users on paper questionnaires which are then forwarded to QEC team for evaluation purposes. Based upon the evaluation, a number of reports are designed and generated for concerned management hierarchy. Management needs change from time to time. So report designing is a continuous process for the QEC staff that also includes developers. It would be beneficial and convenient for the report developers if predefined and customizable tags are made available. In multi-tier Web application design and development, UI logic is mostly implemented using HTML variants and JSP in J2EE technology. JSP provides the facility to incorporate custom tags that can be implemented JSTL within J2EE. Implementing Custom Tags using J2EE and JSP allows an easy creation and designing of custom reports using a drag and drop interface. The JSP developer can edit the JSP source codes and can add custom codes if he / she needs. Basically a number of tags are implemented which allow a JSP developer to design a custom reports using these predefined tags. The tags are implemented on the basis of their usage frequency. Using implemented tags the creation of report becomes very easy for JSP developer.
