Abstract: During the past decades Non-government Organizations (NGOs) have emerged as important actors in development sectors both, locally and globally. There is increasing research interest about NGOs from academic circle to development experts and donor agencies. However, there is considerable confusion in both the literature and among policy makers as to what we mean by the label NGO. Clark (1991) distinguishes six categories of organizations, relief and welfare agencies, technical innovation organizations, public service contractor, popular development organizations, grassroots development organizations and advocacy groups and networks, but calls them all NGOs. (Farrington B. W., 1993, p. 3). Nonprofit organizations are there to connect the citizen to the governance process. This suggests a form of government’s failure. The writer identifies five types of government’s weakness, which create a space for nonprofit organizations to serve as link between government and community. The government is unable to provide the basic necessities of the people. Government fails to response the need of the majority. Government focus on short term issues and avoids long term issues. Government is bounded in their limited knowledge and unable to read the situation
