Abstract: The development IS an international phenomenon adopted to develop infrastructure. education, ag.riculture output. healthcare. water supply. and access to eco nomic npportunities to meet the needs of the present without compromising the future of the coming generations. It contains within it two key concepts (i) the concept of needs. in particular the essential needs or the poor (ii) the idea of improving. the teclmology and social organizat ions to meet the needs of" the present and future . Development is a complex issue, with many different and somet imes conlCntinus definitions. but the basic perspective equates development with economic growth. The United Nations Development Program uses a more detailed definition- according to them development is to lead long and healthy lives, to be knowledgeable, to have access to the resources needed for a decent standard of living and to be able to pa!1icipate in the life of the community . Achieving human development is linked to a third perspec ti ve or de\'\.~ l llplllent which views it as ti-eeing peopl e from obstacles that a ('fect thei r abi Ii ty ttl develop thei r (l\.Vll Ii \'eS and communities. Development, therefore. is empowerment. it is abo ut local people taking control of their own lives, expressing their own demands and finding their O\vn solut ions to their problems.
